Recently, topics such as strict customs inspections on imported recycled pulp and the price increase of raw paper have drawn significant attention from the media. The related reports are mixed, and some viewpoints contain obvious errors and even have the tendency to mislead the public and deliberately guide public opinion. Jielong has always maintained a low-key and pragmatic style. Previously, it did not actively respond to various voices. Today, the purpose of writing this article is to help everyone clarify the true situation of Jielong's recycled pulp and understand the underlying logic of the raw paper market fluctuations, so as not to follow the crowd, not to be misled by incorrect public opinion, and to be more confident in facing the current situation of the industry and the company's development. Next, we will use simple and understandable language to answer these hot questions in an objective and factual manner.
01. What is recycled pulp? Why did Jielong layout recycled pulp? What are the main uses of recycled pulp?
In simple terms, recycled pulp is made from waste paper, waste cardboard and other paper-based waste materials. After undergoing multiple processes such as crushing, impurity removal, fiber separation, and high-temperature sterilization, it is reprocessed into a type of pulp that can be used for paper production. Its core value lies in the recycling of paper resources, which is in stark contrast to the primary pulp made from wood, bamboo and other plants - primary pulp relies on the exploitation of natural resources, while recycled pulp focuses on "resource utilization from waste" and is the core path for the paper industry to achieve "carbon reduction, energy conservation and recycling". In 2021, China completely banned the import of solid waste, and imported waste paper was included in the waste management scope. To make up for the shortage of raw materials and meet the production needs of high-grade paper products, while responding to the national "going global" and "Belt and Road" initiatives, Jielong went to Malaysia and acquired and expanded a recycled pulp production enterprise. The Wending base in Malaysia was thus established. Recycled pulp that meets national standards is allowed to be imported, and its core use is to replace wood pulp and waste paper. Recycled pulp made from high-quality foreign waste paper has longer fibers and better quality, and can directly replace some wood pulp to be used in the production of high-grade bulline cards of the "Dilong" grade and above. These high-grade bulline cards have strict physical performance requirements, and it is difficult to meet the standards solely with domestic waste paper raw materials. Recycled pulp or wood pulp must be added to produce them. This is also the key reason why Jielong has been continuously promoting the integration of pulp and paper production and strengthening its self-produced pulp capacity in recent years - it can not only ensure the supply of raw materials for high-grade paper products, but also firmly control production costs.
02. What types of recycled pulp are there? Which type does Jielong produce?
According to the production process classification, recycled pulp is mainly divided into two types: dry process recycled pulp and wet process recycled pulp. Dry process recycled pulp: The production is completed using air as the medium, and no water is used throughout the process. The final product is in a fluffy, fluffy fiber-like state. The "Dry Process Waste Paper Pulping New Technology - Dry Process Purification and Dispersal Pulping Technology Complete Equipment" project led by a certain equipment manufacturer in Shandong was appraised by the China Light Industry Federation Science and Technology Achievement Appraisal Committee (the chairman of the appraisal committee was Academician Wang Shuangfei from the Pulp and Paper Department of Guangxi University) in 2022 as a mature and advanced process. The overall technology reached the international leading level, and it won the Third Prize of the China Light Industry Federation Science and Technology Progress Award in 2024. Wet process recycled pulp: The production process is similar to the paper-making process, which can be understood as a simplified version of the paper-making process - waste paper is crushed by a hydraulic pulper, then undergoes screening, purification, drying and other processes, and the final product is mostly dry pulp boards. The pulp produced by Jilong's Malaysia Wending base is precisely dry process recycled pulp. It is necessary to particularly clarify a concept that was misinterpreted by the media - dry grinding pulp. Dry grinding pulp is to directly crush waste paper into fragments and package them, almost omitting most of the processes in the recycled pulp production, and is criticized by the outside world as "a disguised form of foreign garbage". However, many people confused the concepts of "dry process recycled pulp" and "dry grinding pulp", and mistook the two as the same, which is completely wrong - the process differences between the two are huge, and the product quality is also vastly different.
03. What is the production process of dry process recycled pulp? Does it include a high-temperature sterilization stage?
The production process of Jiu Long dry-process recycled pulp follows the core logic of "raw material purification - fiber separation - high-temperature sterilization": using clean and high-quality medium-length waste paper as raw materials, through a combination of manual sorting and mechanical separation, impurities (contamination rate < 0.5%) are precisely removed; then, the fibers are disintegrated by professional equipment; the key point is that the internal temperatures of core equipment such as the second and third breaking crushers in the production process all reach above 100℃ - by the high-temperature generated from the rapid tearing and impact of rotor blades, efficient sterilization is achieved. The dry-process recycled pulp produced ultimately meets the requirements of the national standard GB/T43393-2023.
04. What is the reason for the strict inspection of recycled pulp by the customs? How is the current inspection result?
This time, the customs conducted a strict inspection on imported recycled pulp due to some reported clues - some opinions hold that dry-process recycled pulp and dry grinding pulp have excessive impurities and may carry microorganisms and bacteria, which are considered "a disguised form of foreign garbage". To verify the situation and obtain first-hand data, the customs implemented strict control measures of 100% unpacking, 100% emptying of containers, and 100% inspection for all imported recycled pulp (including wet-process recycled pulp). As of now, the customs' test results have shown that all the samples submitted by our company did not have excessive microorganisms or bacteria. This fully proves that the dry-process recycled pulp that has undergone a temperature treatment above 100℃ has absolutely no "health safety risks" that the media were concerned about.
05. What is the core reason for the recent increase in the price of raw paper? Is it related to recycled pulp?
The recent continuous rise in domestic raw paper prices has also been reported by CCTV. The core reason for this is the continuous increase in the price of domestic waste paper. In the second half of this year, due to the rainy season, the supply of domestic waste paper decreased significantly, and the gap between supply and demand for raw materials began to emerge. At the end of the year, the supervision of recycled pulp was upgraded, which led to the period from customs inspection, result release to final release of recycled pulp arriving at the factory being extended to over 40 days. The efficiency of recycled pulp entering the factory was significantly reduced. The double pressure of "tight domestic waste paper supply + delayed arrival of recycled pulp" forced paper manufacturing enterprises to increase the purchase of domestic waste paper, further exacerbating the contradiction between domestic waste paper supply and demand, and pushing the price of waste paper up by over 30%, while the price of raw paper rose by more than 25%. The frequent price adjustments of Jielong's finished paper products seen by the outside world have led to many speculations. Of course, the reasons for market fluctuations are far more than this. Currently, the finished paper market is highly market-oriented and internationalized, and the price trend is fundamentally determined by raw material costs and supply and demand relationships. In the second half of this year, the company's waste paper and finished paper inventories were both at relatively low levels. Facing sudden fluctuations in raw material supply, adjusting prices was a necessary measure to conform to market laws.
