What Is PPWR, and Why Does It Matter for Paper?
PPWR's core goal is to build a circular economy for packaging, regulating its entire lifecycle. Aligned with the EU Green Deal, it enforces stricter controls on paper materials, hazardous substances, labeling, and documentation to ensure safety and recyclability.
Unlike the old directive, PPWR applies uniformly across the EU, raising compliance standards for all paper packaging. Exporters must re-evaluate production and documentation to avoid being locked out of the EU market.

Key PPWR Requirements for Paper Products (Effective August 12, 2026)
Below are the critical PPWR rules for paper manufacturers and exporters:
1. Mandatory Recyclability & Material Composition
PPWR requires all EU-bound packaging to be 100% recyclable/reusable by 2030 (interim rules start in 2026). For paper:
Paper must be recyclable without losing functional properties (e.g., strength, water resistance).
Coatings/adhesives must not hinder recycling (critical for coated paper like photo frame or luxury packaging).
A 50% minimum recycled fiber content will be required for most paper packaging by 2030.

2. Strict Restrictions on Hazardous Substances
PPWR bans harmful substances in paper, with key rules for PFAS and heavy metals:
PFAS Restrictions: Food contact paper with PFAS above limits (25 ppb per PFAS, 250 ppb total) is banned. Many traditional water/grease-resistant coatings rely on PFAS, requiring reformulation.
Heavy Metal Limits: Combined lead, cadmium, mercury, and hexavalent chromium must not exceed 100 mg/kg.
All "substances of concern" must be minimized to the lowest possible level.
3. Mandatory Labeling & Documentation
PPWR requires harmonized labeling and documentation for paper packaging:
